BCAA received correspondence from Wanda Carlton and Greg Durward regarding the Team Selection for the Nationals. An Ad-Hoc Committee has been struck to review the current team selection criteria and make suggestion to the Board of Directors Meeting in January 2000. The Chairperson of the Committee is Susan Lemke. Any members wishing to sit on this committee are asked to contact Susan.

Al Wills was awarded the Don Lovo Award for outstanding contributions to Archery for 1999.
Angela Cramer was awarded the FCA Female Athlete of the year award for 1999.

1999 3-D CHAMPIONSHIPS, SHERWOOD PARK, AB
Rick reported that many member felt the course was "easy" and the overall organization of the shoot was poor.
Rick said that there was a large representation of BC Archers at the shoot. The scores can be found on the web site. Rick also mentioned how the BC did not have a uniform and compared to the other teams looked very poor and would like to see BCAA look into the possibility of a uniform for the BC Team in 2000.
ACTION: Rick will do a written presentation to Susan of suggested items.

RISK MANAGEMENT
Marlee has completed a BCAA Risk Management Binder. Her next step will be asking each Zone Director to assess possibility risks/hazards in their areas and look at controls necessary to reduce, minimize or eliminate the risks/hazards identified in each zone.

B.C. SUMMER GAMES 2000
Archery is in the year 2000 BC Summer Games to be held in Victoria, BC.
Marlee Loiselle from Victoria, BC is Sport Chair.

There was a discussion around the importance of the BC Summer Games and the involvement of Archery in the Games. At the moment the BC Summer Games is looking into the amount of divisions that are in Archery...we have a lot! Albert has discussed the issue of categories in his report. Al Wills reported that the FCA is also looking into the amount of divisions and is looking at reducing the divisions to a possible 8 categories, similar to what FITA and the NAA have already done. We will keep you posted of any changes in the BC ARCHER.

FOR THE GOOD OF THE ASSOCIATION
Gordon Gillette spoke to the membership about the possibility of rotating the AGM to have it one year with the BC Outdoor Championship and the next year at the BC 3D Championships. After a good discussion it was decided that it would involve changing the constitution and we should look at the possibility of holding a "town meeting" at the BC 3D Championships. It was also agreed upon that the executive be represented at the 3D Championship in a more formal way so the 3D members can have an opportunity to learn more about BCAA .

Dave Jones spoke to the membership about lowering the bow weight of 40# for the cub category. There was discussion around the wording of the act for "big game" vs. "varmints". James Wiebe will seek clarification on this and report back to the January Board of Directors Meeting.

AGM Reports

PRESIDENT
It's been a good year for our association. We have managed to stay well within the budget guidelines that we had imposed on ourselves. The executive and board members were very helpful and co-operative in regards to cost saving measures they were asked to implement. Meetings and expenses were the items that we looked at to save some money and everyone made a big effort this year. This has resulted in enabling us to put some money into Term Deposit with the intent of hiring a coach for the years 2001 through to 2003. This will take us to Western and Canada Games and possibly to the next Pan Am Games as well. We really did not have a working plan to assist our B.C. Athletes to develop and train for this event and we should be looking at the road that leads to participation in these major events. These are the events that are the stepping stones to Government funding and support of our Organization as much as the Olympics are tied to support of the FCA.

Most of you should be aware by now that we have some concerns with the B.C. Summer Games. Level II coaches need to be in place in every Zone by this winter to take the Zone teams to the Summer Games in Victoria in 2000. They are not going to make exceptions. Anyone interested in taking the coaching course should be encouraged.

We have an agreement in place with the Northern B.C. Winter Games Society and this should streamline thingslike rules, regulations and protocols for our sport as a core sport.

Congratulations should go out to Vladimir Kopecky and Eric Walker for setting new Canadian Records in their respective categories. Many of our athletes in B.C. have shot well this year in various events and I hesitate to name everyone as I would probably leave out one by accident.

A big thank you to our executive and board and all the people who have been giving of their time and energy to the benefit of our members and our Association. Whether you are a devoted field shooter or an avid FITA participant or 3-D or some other forte, I wish you great shooting and personal best performances in the future.

ADMINISTRATION VICE PRESIDENT
Much of my energy has gone towards building a new policy data base. I attended a seminar in Vancouver last fall on Board Governance. The seminar made a strong case for making sure that the society was adequately covered by clear policies on the type of work that we do. The need for a by-law change came out of this seminar. It also ties into our new Risk Management portfolio that Marlee heads.

I attended a seminar on BC Summer Games. We discussed our continuing involvement in these games.

I attended a meeting on Northern Winter Games. We now have a formal agreement with the Northern Winter Games Society. We will have more control over rules and procedures in the future.

Ron Ostermeier, Charles Land and I attended a coaching seminar in New Westminster. These are always stimulating and informative events that look at new coaching concepts and reinforcing other tried and true procedures.

I conducted three coaching technical/theory level I NCCP clinics and I worked with Ron Ostermeier and Charles Land on a fourth clinic. I also conducted one judge clinic.

On direction from our President, Al Wills and I worked on the negotiation of a new operating agreement with the FCA. This was signed by our President at our January Board meeting. We've already reviewed the agreement for next year and it should be ready for signatures at this AGM.

TECHNICAL VICE PRESIDENT
Well, it is time to meet once again and it is time to share with you what I have been doing for the past year.

I have been trying to put together a Coaching Mentoring Program and as part of this, I had hoped for a Video Library that would be available for the coaches of BC. This would be done by mailing them out to the areas that would request them. I am also doing the job of Provincial Coaching Coordinator and have set up a data base that will make it easy for the association to track our coaches. Part of this program is the way I had the coaching hours reported this year. I asked for you to indicate where you spent most of your coaching hours and using this information, I will be designing clinics that will help the coaches to better help the archers of BC.

I have attended all of our Provincial shoots as a competitor this year, as well as Judging the National Target Championships and I shot the Canadian Bowhunting Championships. As part of my position, I have been asking if you want shooters clinics. It seems that there is an interest but it is still hard to get a bunch of archers together at the same time.

I have been approached by some of the bowhunters to put on some clinics and to work on a coach for the Bowhunting Team that will be going to Quebec next year. This year the Quebec team all came in uniform and had their own coach. The team uniform was a very nice touch and it would be nice if you, as a bowhunter, are going to the Canadian Nationals next year to get together and check out a uniform look. It might be of interest to note that the National Target and Bowhunting Championships are to be close again next year and you may want to take in both. If you do not shoot the target, you may want to consider shooting the Field portion of the Nationals as this was the original hunting round .

This year has also seen two more course conductors for the Technical 1 & 2: myself and Mr. Chuck Land. Chuck is also the new Athletes Representative.

I have been told that we may soon have a Level II Theory Instructor in our ranks, this will enable us to continue building a good base of coaches.

It is important to note that we require Level II coaches to go to the summer games next year so check out who in your zone will be doing this important job. Well, it has been another busy and very interesting year and I have enjoyed my time on the board and I am still interested in continuing in this position. So if you would like me to continue working on these programs, give me your support in this election and I will continue on them.

I would like to see more of you at all the different types of shoots that are put on; we don't all have to be stars at them. Just come out and enjoy the sport of ARCHERY.

ZONE 1 REPORT
The Archery in East Kootenays is experiencing some problems. Since there was not Summer Games, we did not have the usual activities. 3-D competition attendance is also down. I was the only one from Zone 1 at the Canadian National Championships in Edmonton. Hopefully, in the fall we can inspire some students in the local school.

ZONE 2 REPORT
Finally summer has arrived in Zone 2. There have been some soggy 3-D shoots this spring but all of the clubs have had fairly good turn outs in spite of the weather. We archers are a hardy sort. Things have quieted down for July and August but will pick up with hunting season and the indoor season.

There are several people from our zone going to the 3-D Championships in Edmonton. Doug Soar and Mits Hikichi are going to participate in the Senior’s Games in Elkford at the end of August.

Doug Soar is wanting to know the status of the Coaching Seminars that have been talked about. Are there any planned? ... details?

ZONE 3 REPORT
The zone has been quiet these last months. With no BC Summer Games this year, lots of people took a break from the training and hustle of the tourney pace.

Zone 3 had a couple of athletes making the National Team to the Worlds: Lillian Meehan and myself.

Chilliwack or Thunderbird Archers have been busy with several non traditional archery rounds.

The Fraser Valley Archers held the BC Indoor Championships and did a fine job too.

It has been a busy 3-D season for Mission, Burke Mountain and Sagittarius clubs. These were mostly very successful. I am looking forward to a good late summer season.

Maple Ridge has been quiet, and looking for a new indoor facility hanging on the City allowing them space in the new fair grounds.

The new archery store, Burke Mountain Sporting Goods, in Port Coquitiam has taken up some of the loss of the Outdoors Unlimited.

ZONE 4 REPORT
Most of the activity in zone four was again between the Burnaby Archery Club and the Royal City Archers.

Without the Summer Games trials this summer Burnaby hosted the Pacific Northwest Archery Association Championship in August. The shoot was well attended by the compound shooters with a couple from Idaho and our regular friends from Washington State.

Hosting a Major FITA, the Canada Cup, with such a poor turn out of our local archers is very disappointing, support works two ways for the clubs and the archers.

The archers, represented Zone 4 strongly again at tournaments and in the JOP classes.

ZONE 5 REPORT
BCAA. Policies
On behalf of Zone 5, 1 would like to take this opportunity to formally thank James Wiebe for the tremendous amount of time and energy, on his part, to compile and edit the new policies for the BCAA. These policies are the fundamental backbone of our association and, as such, was a monumental task to ask of anyone to undertake and complete.

B.C. Summer Games
As the Games will soon be upon us and the new ground rules have been set by the Games Society, it is my wish to hold a level II technical course in the near future. If it is felt that the end of November would not be suitable, then I might suggest that one be held at or near the beginning of February 2000. It is imperative that we ensure that every zone meets the standard requirements for certified coaches.

A letter will be forthcoming to all of the athletes in Zone 5 to remind them of the Summer Games qualifications. We will be offering mini clinics to try to help them upgrade their skill level as well as their mental approach to shooting.

It is our intention to do our very best to try to field a full compliment of athletes that are ready.

Technical
I have just returned from a trip to Tucson, Arizona where I was fortunate enough to spend a lot of time with George Chapman of P.S.E.

We discussed, at length, what we felt was the direction that archery is heading, the direction that we felt that it should be heading, and what we felt our part in this whole thing was. We also spent a lot of time on the newest methods of "Super-Tuning" different types of compound bows. I found this information to be invaluable and I will be introducing it into our clinics.

I also paid a visit to Carbon Tech in Sacramento, California and had the pleasure of spending time with Rick McKinney. He gave me the newest and most up-to-date information and technology on arrow construction and tuning, not only what to buy, but why to buy.

I found him to be very personable and very willing to share his vast knowledge and expertise with me. I hope that this information will benefit others as it is passed on.

ZONE 6 REPORT
Zone Clubs
My list shows four clubs in the zone: Victoria Bowmen, Alberni Bowmen, Arrowsmith Archers and Powell River Archery Club. The Victoria Club continues to be active in 3D and FITA having held many events over the past year. Their field will be available to them for at least one more year but they live under the constant threat of eviction by the military. Mike Miller and Mike Sikels continue to be very active in building the Arrowsmith Archers Club in Parksville. They plan a very full slate of events for the next year, most of which will be open to guests. They have a number of new members who will likely be ready to shoot FITAs next season.

The Alberni Bowmen report minimal activity. Powell River is a growing club and some of their members attended indoor FITA events at Parksville last season.

Bowhunting Clubs
I was invited to make a presentation to eight bowhunting clubs on Vancouver Island in February. They wanted to know what the BCAA could do for them. Their concerns centered around having a more effective voice with government about bowhunting issues. I explained how the BCAA works and encouraged them to join and put forward a bowhunting VP since that post was currently vacant. The group had the opinion that the BCAA caters primarily to target shooters and not 3-D and bowhunters and they expressed some interest in a programme for 3-D which would be similar to our JOP program. The group was to meet at a later time and decide if they wanted to join but apparently nothing has happened.

Judge Clinic
I am hopeful that we can arrange a judging clinic for late November through the Victoria Bowmen. Our zone needs judges badly since we have to import Mike Miller from Parksville to help with Victoria FITAs. Hopefully we can get one or two members from the Powell River Archery Club and from Parksville to attend as well. There is no interest in a judge clinic in the Port Alberni Club.

Coaching Clinic
There will be a Level 1 Coaching clinic in Parksville September 24-26.

BCAA Web Site
The BCAA outgrew the web site developed by Stephen Wood and maintained by Stephen and his father Wayne and it was not possible to obtain more server space from their provider. Consequently a new site has been developed which has 10 meg of space available to us at an annual cost of about $300. The new site is located at http:/www.ArcheryAssociation.BC.ca. It has been redesigned and will carry the following items:

BC Archer
I have just finished my third issue of the BC Archer. We have been able to extend our copy deadline by about three weeks by submitting the magazine electronically to the printers. I am still working on getting better picture quality – sorry. Feedback on the magazine has been quite positive and I hope to increase the informational content as much as possible. Any suggestions are welcome.

Is it a good idea to have a "Thanks to Sponsors" section where the BCAA and individual archers can thank anyone or any company they have received help from?

ZONE 7 REPORT
This year seems to have been a normal year for Zone 7. The clubhouse at Kitimat is now underway. Prince Rupert held their annual Bog Hollow 3-D and will continue to shoot indoors. Smithers is still carrying on with about the same number of members and held their outdoor 3-D again this year. Kitwanga held the BCAA 3-D Championship for the second year and it was a beauty, great job. Vanderhoof is increasing its membership slowly. We held an outdoor and an indoor 3-D again this year that were both successful. We will shoot indoors at two locations this year, one day at the high school and will also try renting a location at the fair grounds where we will be able to shoot at any time.

I expect all clubs will hold the same number of shoots this year, and hope Kitimat can find the time to hold their outdoor 3-D once again.

As for the Summer Games situation I have contacted all of the clubs in our Zone and have yet to hear from any of them on anything concrete as to the probable numbers of shooters interested in attending the 2000 Games.

As for coaching clinics I have asked for numbers wanting to upgrade their coaching levels to level II, and to get new coaches started in level I. In this area I also have had little response. Club contacts have said with summer holidays it is hard to get hold of their members at this time; I hope to here more in September. There seems to be some interest in Prince Rupert and Kitimat, although getting them all together at the same time, in the same room could be difficult. I will continue to try and get the numbers in and will pass on the info to Ron when I get it together.

FCA REPRESENTATIVE REPORT
The FCA representative carries BCAA's vote at their Board of Directors meetings, gives input to FCA on issues and is the contact point for the association. I keep the President aware of issues and information that comes to me and ensure interesting or controversial items are disseminated as widely as possible.

This year we negotiated a contract with FCA which clearly outlines what is required for both associations and how much it costs. We have already agreed to the same basic contract for the year 2000 so we can proceed with the year 2000 membership without worries about changing costs.

The FCA is now seeking feedback on a change in format for the National Championships; the changes would basically allow for the shooting of the FITA rounds over 1 or 2 days. The details are listed on the FCA's website

at: www.fca.ca. I am awaiting your feedback before the vote in early October.

FCA changed their 3-D rules this year to conform more to the IBO. This was done with input from the Provinces;

Our own Rick Paquette participated. The new 3-D rules were published and distributed in April '99 giving plenty of

time before the August Championships. This January will see a complete rewrite of the FCA rule book including 3-D. This will incorporate the new rule changes from FITA and address a few concerns voiced at the 3-D meeting in Edmonton. Should you have any input, now would be a good time.

FCA's situation has not improved over the last year. Trying to make more with less continues to take it's toll. The office was downsized (same address) and they are scaling back whereever possible while keeping as many programs as possible. The next year will decide as to whether the National Archery Centre can continue to be viable. Certainly, if some assistance isn't forth coming from the Federal Government, the centre will have to close. This would mean the loss of the National Training Centre Technical Director after August 2000.

1 would be most interested in any input anyone may have concerning National Archery politics and our role within that community.

JOP REPORT
As usual, it has been a busy year and another one is starting up pretty soon. The summers are still slow in the JOP world since not that many kids shoot outdoors or shoot for badges. I know some kids were quite active in the 3-D tournaments and that is good to see. Some of our young people shot the Canada Cup in Burnaby and they did really well considering all the pressure surrounding that kind of tournament. I know some of them went to the Nationals but at the time of me writing this report, I have not yet seen the results.

The JOP is growing every year and although some members drop out for various reasons, there always seem to be more coming in. This 98/99 season there were 562 registered in the program. The majority is still boys: 440 boys and only 122 girls. It would be nice if we could bring that number up. These kids were divided among 18 clubs in the province and I am getting requests from other clubs for information as well. Only about 78 kids shot outdoors that I know of, which in comparison to the total, is not very much at all.

All the JOP tournaments went very well and I'd like to thank all the people that were involved in the organizing and getting the information to me as quickly as possible.

Speaking of tournaments, the JOP Mail Match will be running again from the month of October until the end of February. I will send reminders to all clubs before that time. I am looking forward to another busy season and hope to have lots of kids in the program again. Please send all registrations to me first so that I know who has joined and is entitled to their certificate etc.
